
LJBAS BV is an independent consulting firm based in the Netherlands, with more than two decades of experience in the design, monitoring, and evaluation of international development initiatives. The firm has completed over 70 evaluation and programme design assignments across Africa, the Middle East, Latin America, and Europe, primarily for the European Commission and EU Member States.

The firm is led by a senior consultant with a background in economics and international relations, including prior professional experience within the United Nations system (UNODC). LJBAS combines extensive field experience with strong analytical and methodological expertise, and operates fluently in French, English, and Spanish.

2018: Evaluation of the EU-funded project "Strengthening the legal regime against foreign fighters in the Middle Eastern, North African and Balkan Countries” implemented by UNODC and managed by DG NEAR.
2018: Evaluation of the EU-funded border project in Tunisia « Projet de réhabilitation des centres de commandements et de soutien opérationnels et de fourniture d’équipements pour la réforme du secteur de la sécurité (RCC/RSS) ». This project implemented by UNOPS was managed by the EU Delegation in Tunis.
