Design, monitoring and evaluation of
International assistance on security
LJBAS BV is an independent advisory firm specializing in the design and evaluation of international assistance initiatives related to human security. Its areas of expertise include border management, the disruption of illicit flows, counter-terrorism, harm reduction, and migration management. Since 1999, LJBAS has designed or evaluated more than 70 projects and programmes focused on human security across the globe, primarily on behalf of the European Commission and EU Member State governments.
Louis-Jacques is the Director of LJBAS. From 1992 to 1998, he served as a staff member of the United Nations, working with the United Nations Office on Drugs and Crime (UNODC) in Colombia, Austria, Latvia, and Uzbekistan. Since 2000, he has designed several flagship European programmes focused on border control and the fight against organized crime. He holds a degree in Economics and a Master’s in International Relations from the University of Louvain (Belgium). He is fluent in English, French, and Spanish.

2025: Evaluation of the EU/UN Facility against terrorism threats. Field visit in Morocco, Kenya and Uganda. Elaboration of recommendations for the future phases of the Facility.
​​2024: Design of " Countering Illicit Trafficking and Transnational Organised Crime (CITOC) in Africa" a project to prevent and disrupt illicit traffic takingplace on the main roads in West Africa. ​​​​

2021: Evaluation of the project "Soutien à la gestion intégrée des frontières et de la migration au Maroc". The project is funded by the EU trust fund, managed by the European Commission (DG Near) and implemented by FIIAPP.​
2021 : Evaluation of the project "Security Sector Governance Facility" . The project is funded by EU (IcSP), managed by the European Commission (FPI) and implemented by DCAF.
2021: Evaluation of the project “Counter Terrorism in the Middle East and North Africa (CT MENA)” The project is funded by the EU (IcSP), managed by the European Commission (Aidco B5, now FPI) and implemented by a consortium of EU entities headed by Expertise France.
2020: Evaluation of 18 grant projects (budget 18 Mio EUR)funded by the PMI IMPACT initiative against illicit trade ​
2019 : Evaluation of the programme "EU Emergency Trust Fund for stability and addressing root causes of irregular migration and displaced persons in Africa (EUTF)
​2020: Evaluation of the EU-funded project “Support to the Integrated border and migration management in Libya", funded by EUTF, managed by DG NEAR and implemented by the Italian Ministry of Interior of Italy ​​​​​​​​​​
2019: Evaluation of the EU-funded project "Euromed Police Phase 4" implemented by Civipol in cooperation with Europol, Cepol and Interpol. The project was launched by DG NEAR (European Commission).
2018: Evaluation of the EU-funded project «Support to policy planning and implementation of the Tunisian counter-terrorism strategy » implemented by Civipol. ​​
2018: Evaluation of the EU-funded project "Strengthening the legal regime against foreign fighters in the Middle Eastern, North African and Balkan Countries” implemented by UNODC and managed by DG NEAR
